The Section 8 housing program in Texas, also known as the Texas Housing Choice Voucher (HCV) program, is a rental assistance program that enables low-income families to afford safe and sanitary housing in the private housing market. The United States Department of Housing and Urban Development (HUD) maintains the Section 8 low income house rentals program.

After applying for low income housing assistance, eligible families receive a voucher that they can use to rent a qualifying private housing unit of the family’s choice. This voucher qualifies the household for a rental discount. Section 8 Housing recipients will use no more than forty percent of their total gross household income toward rent. Through a local agency working on behalf of the program, HUD pays the remainder of the rent directly to the owner of the unit.

In areas that do not have a local public housing authority, low income housing is administered by the TDHCA, which has its own policy guidelines. The Department also establishes certain requirements and provides recommendations for local housing authorities, however, the housing authorities have some freedom to create policies of their own.
